This webinar will introduce the participants to a landmark Advisory Opinion on state obligations concerning climate change under international law which was issued by the International Court of Justice (ICJ) on 23 July 2025. The Opinion highlights States’ international legal obligations to mitigate climate change, including by regulating greenhouse gas emissions of private actors. A failure to do so could potentially trigger international state responsibility. The Advisory Opinion therefore has potentially far-reaching consequences for national climate policies.
This webinar is tailored for auditors in supreme audit institutions with an interest in climate change and international law. Attendees will gain insights into how the ICJ Advisory Opinion may shape national policy approaches, legislative frameworks and interpretation of national laws by national courts. It will reflect the potential impacts on state budgets and long-term climate governance.
This webinar is delivered by Kati Kulovesi, Professor of International Law and Co-Director in Center for Climate Change, Energy and Environmental Law (CCEEL). Through her academic excellence and a membership of the Finnish Climate Change Panel and Sámi Climate Council, she will bring a wealth of expertise and a unique, interdisciplinary perspective to this issue.
